As someone said, the game has been translated by fans. The screen shots on Gamefaqs are from the patch.
It's an excellent translation, that is probably better than Nintendo would have done themselves.
To miss out on a game this amazing because of a reason like not wanting to emulate it is foolish.
If you really need to play it on an actual GBA then buy a flashcard. I put it on one and played in on the Gameboy Player.

There's just some things that - no matter how much demand is there - will never happen. An official English Mother 3 is one of those things, as is Mother 1 and 2 being re-released in English.
