I saw this thing at a used game shop. Never seen it before.
This isn't for the Japanese market since nothing on the box is Japanese

One of those cheap TV games with built-in roms, usually the same: Sonic, Alex Kidd, Columns, Golden Axe, Shinobi. It's not really an "official" Mega Drive / Genesis (the Mega Drive 3 was released officially in Brazil, actually ;)), only that big controller which connects to the TV with no console that I know of.

They couldnt even put the 'C' button on the right way round to take the pic for the box. Doesnt inspire confidence in the build quality does it?

It was made in the china for the European market and features the motherboard of a Genesis 3, a cart slot on the back ala Gameboy, and an AC adaptor as it can't run on batteries.

It isn't strictly licensed per se as SEGA halted it's production like they did for the Treamcast.
