...would I be able to use the hard drive from my American 360 with my profile and everything and connect to Live and obtain achievements from Japanese games? Also, can Japanese DLC like gamerpics and themes on my HDD be brought back over to my American 360? on the same profile?

That wouldn't be the best idea. What I do is save my profile on the memory unit and just move it between the two 360's, each with its own HDD. This cuts down on confusion and helps me make sure I don't download content from one region on the wrong system/HDD. I have the 120gb HDD on my USA 360, and the 20gb on the Japanese unit.
