I'd be happy to add my own 2 cents to it. Here's a few more from Europe(and a Russian or two) that I've watched that I really enjoyed, though they're not always of the highest quality. I'm putting the titles in English if I know what they are.

28 Days Later
An American Werewolf in London(it's a joint American-British production)
Alphaville
Army of Shadows
Avalon
Brazil
Brotherhood of the Wolf
Cabinet of Dr. Caligari, The
City of Lost Children, The
Delicatessen
Dersu Uzala
Dog Soldiers
Dracula (1958)
Fifth Element, The
Hawk the Slayer
M
Murphy's War
Night Watch
Nosferatu
Renaissance
Seventh Seal, The
Suspiria

Also, watch James Bond films, and for British horror from the late 50s to mid-70s, look up Hammer.

Here's a few I haven't seen but that I'm interested in checking out:

A Trip to the Moon
Aelita: Queen of Mars
Battle of Algiers, The
Bird With The Crystal Plumage, The
Cannibal Holocaust
Curse of Frankenstein, The
Dellamorte Dellamore
Diabolique
Downfall
Eyes Without A Face
Fear(s) of the Dark
La Bete Humaine
Le Dernier Combat
Le Samourai
Man Bites Dog
Saragossa Manuscript, The
Switchblade Romance(aka High Tension)

Excellent! Forgot about Brazil and the Fifth Element (and the City of Lost Children always keeps eluding me).. 28 Days Later and its sequel are both decent too. Of your latter list I can recommend the Downfall (Der Untergang).. Simply brilliant characterisation of Adolf Hitler in his final days.

Hell Yes! The Fifth Element is one of the best SciFi/Action flicks I've ever seen.

Awesome, I've been wanting to watch Downfall for a little while, ever since I realized what it was. Now I'm really looking forward to it. I didn't put 28 Weeks Later on the list because I didn't care for it, but other folks might. About half of that section of films I'd like to see is currently in my Netflix queue, though I've got a thing about capping it at 100 films, hence why they're not all on it.

I also was struggling for a bit on what to consider Guillermo del Toro's The Devil's Backbone and Pan's Labyrinth. He's a Mexican director, but both films are set during the Spanish Civil War...what do we consider these films? Either way, they're both worth checking out(as is Cronos and just about everything else he's done).

I'm shocked, nobody has said

Dolemite!
or
The Human Tornado!

Two of the greatest examples of Blaxploitation.

Or if you want the original, go with

Sweet Sweetbacks Badassssss Song (yes that's how it's really spelled)

It was the first Blaxploitation flick, made by Melvin Van Peebles, and his son Mario made a bio pick about the making of which is very good called

Badasssssss!

Well, while we're at it, I suppose one should see Blackula at least once in their life.

I'd recommend The Hebrew Hammer. The first Jewsploitation film.

The Fifth Element became unwatchable the second chris tucker stepped onscreen.

And Nightwatch is one of the worst movies I have ever seen. I couldn't even handle more than 2 minutes of it when I was high.

Then I would suggest two things:

1. Read the book series.

2. Don't bother getting high and watching movies. You'll learn to appreciate them more.
