Im really peeved now my brother bought me a copy of Silent Hill Homecoming for the pc right and obviously i need to register it he used the cd key on his account so in turn wont let me use it on mine so what i need to know is
A) Can i install it without steam by anymeans?
B) Anywear i can get a new Cd key?

Have you contacted customer support with your situation? They might be able to delete the game from his account and allow you to register it under yours instead.

Thats a good suggestion... Steam is really protectiv of their product keys, and with reason of course. Either contact Support, or have your bro contact them an see if he can transfer the game to your account..... I can bet they wont let you do it unless he actually requests for it.
If in the end you need to buy it again, just search for the game and you can buy it hrough the client itself... for full price usually.
If anything though, I would probably ask him if you could use his account when you play the game.

I'm pretty sure the game is a Steam exclusive, so you aren't going to get a steam-less version, legally.

Steam do have a process for resetting product keys, it has to be initiated by the owner of the product and you need to provide them proof of purchase.
I don't know if they will though because this just sounds like you're just trying to break the DRM.
