I have no idea where I found the original instructions. Too lazy to google. All I remember is that the circuit is required because when the DC detects a fan failure, it automatically powers off in 5 seconds. Painting a Dreamcast is not an abuse. If you do a bad job then yeah it's kinda ruined, but if done right it can be very cool.
