Jrecee, you are thinking of Sin and Punishment - which is more of a rail shooter.

Expendable on DC,not very deep but fun every once in a while.
Systems: Sega Dreamcast(x2), Sega Genesis(x2), Sega Saturn, Sega CD, Genmobile (portable Genesis), FC Twin, PSX, PS2(x2), GBA, SP, Xbox 360, N64, Showcase Arcade

Yeah that was it. . .

There have been a bunch of overhead shooting games on 360 arcade and of course quite a few on dreamcast. Expendable, Cannon Spike, Charge n Blast - http://dreamcast.ign.com/objects/015/015470.html
