I legitimately had no idea that the PS3 played PS1 games until this moment. Now I can actually do something with mine besides playing Demon's Souls and Japanese Gundam games.
I cant give you ps1 specific tips since I don't know much about that system but some general collecting tips are:
1) set some goals, what are you trying to collect? whole set? specific games? specific genres? etc I find it best to make a list of games that you want as a general guide and then add/subtract from there as you go.
2) education yourself on the general prices/rarities of the system you are collecting for, what are the rare games? common games? expensive games? etc. Explore stuff like ebay, amazon, and pricecharting.com to get a feel for what things cost so when you find a game you know if you are getting a good deal or not.
3) be patient, if there is an expensive game you want do not just rush to buy it because you can, patience will almost always yield good results and eventually you can find a game you really want for a great price.

That being said, I'm not a really big PlayStation guy but I find that using my OG PS2 for PSX duty is a viable solution, provided you have the right model. As far tracking down games, I find making lists to be very helpful, though I have found myself w/a few duplicates and double dipping lately
