The primary consideration is that it's not and will likely never be a retail release. Having DLC for that audience is not uncommon, even if it's nothing to the degree that
Dead or Alive Extreme 3 saw. They didn't bring it stateside, but that probably had just as much to do with it being a poor entry in the series that leaned heavily on DLC than anything else (not like you can't buy the Asia region version and have it be in English anyway, which I happened to have done).
Sony did allow for things like
Onechanbara Z2 Chaos at retail though - you know, the Banana Split edition, featuring the ingredients of one as a improbable costume.

Again, a game I own and have played through. I'm not putting myself "above" playing stuff like this, just being realistic about it.

Switch appears to be the only platform where it's present. Apparently not there on PC or XBox either. It's
