I think we need to get a head start by listing the good ones, in that case. I suspect most of them are games that feature FMVs, but aren't comprised entirely of FMVs. Stuff like the Wing Commander games or something.

Here is a complete list of FMV games and can be organized by date and if FMV is part of the gameplay or in cutscene only. You can find it all right here.

while it's not a retro game, I'd just like to mention Her Story in my response to this - that's an FMV game that is 100% video clips. I've seen quite a few listed... and very few interest me. 
Who knows, though? Maybe I'll bust out my copy of Wirehead for Sega CD.
(I also own a copy of the Scottie Pippen game. Weep for me.)
