That's a good question to ask. Here's my understanding:
USB should supply a standard 5 volts no matter where you are in the world. If you have an Asian "power brick" AC adapter with a USB socket, that should work fine. You can plug your European SNES mini into your "power brick" via any USB cable. That "power brick" converts AC power from your outlet into 5 volts DC power.
Come to think of it, you can use just about any powered USB port from a computer, or a powered USB hub, or even another video game console if you like.
