Question about 360 Controller Wire Bulb

A friend gave a me a wired 360 controller that's having problems with the wire. It'll work, but when you move it slightly it stops working. I figure if I hack it open I can repair the wire with solder and it'll be good as new. I was looking at it, and there's a little plastic bulb (I can't think of a better word for it,) near the controller end, where I think the break is.

Maybe this is a noob question, but what is that thing? I'd rather not hack it off if it's integral to making the controller work.

I don't have a wired controller, but is this bulb similar to the ones on the PS1/PS2 controllers? If so, then it should be safe to remove, as it's intended to perform a bit of EM shielding. It isn't a critical piece for proper operation.
