Those conflicts were authorized, but they also weren't executed by surprise. That is a distinction worth making, particularly since negotiations with the Japanese were still ongoing.
MrPopo has a good point about the most recent conflicts. There isn't really a good nation-state to declare war on, given the more amorphous state of the enemy.

Right. Instead of war on actual nations we get wars on nebulous concepts like "Terrorism" or "Drugs" and use that to justify a wide range of actions.

We all know that warmonger penalties in the Civilization series of games are pretty harsh, perhaps that's what USA is trying to avoid.

Ironically this is the only problem that stands in the way of the right obtaining the utopia they envision.
