Dragon Quest VII definitely deserves consideration. I just haven't finished it yet! Might be a while.

I checked my 2016 games beat Excel file (why yes, I am insane, thank you) and this year so far I've beaten 123 games ranging from 1978-2016. Of that list, these were the ones I rated a 9/10:
Soul Blade
Soul Calibur IV
Iridion II
King's Field III
Mario Kart 7
Beneath Apple Manor
Call of Duty 4: Modern Warfare
Sorcery! 3
Aquales
Shadow Tower Abyss
Dead or Alive 3
Of all those, I'd probably choose King Field's III as my favorite for any year. Favorite for this year? Well the best 2016 release I've beaten so far was:

That just means the stuff you've beaten from this year is terrible. 
Before I forget, shout out to Song of the Deep. It's firmly in 8/10 territory, but it's just so uniformly pleasant and atmospheric that it's worth mentioning here.

Pokemon Go.
Every game I really enjoyed that came out this year, was only officially launched this year - Grim Dawn, Killing Floor 2, Starbound, Duelyst. But I had been playing the closed betas for months (if not years in Starbounds case) before.

Some of my favorite standouts from a glance. Can obviously bundle up all that Quake and I guess that was perhaps my biggest gaming goal of the year that I accomplished. Failed my others, which was beating System Shock 1 and getting to King's Field or Shadow Tower.
Replays maybe aren't fair I guess so I could probably rip those out.
Axiom Verge which I'm playing now will probably be a high contender, as it feels like Shovel Knight's caliber. Which is S rank and among my top favorites last year.
I don't kid when I say... AM2R is seriously extremely high on the list. I replayed Zero Mission right after and I can't believe I'm saying this, but AM2R is probably at least just as good... if not better.
Dishonored 2 probably would make the cut, except the PC port is garbage and I got a refund. Easily the biggest disappointment of the year for me from a technical and publisher standpoint. Unacceptable since I bought a new GTX 1060 this year basically for this and Mankind Divided alone, so I'm pissed.
For new releases I guess so far I'd say...

I have to say that Pokemon go is game of the year. I'm not even a fan of Pokemon generally speaking. That's how much Pokemon go impressed me. This game has proven augmented reality to me, and I think it's only the beginning of augmented reality as a new genre of gaming.
No other game this year even compares.

There's still plenty of time left in the year to play and beat games (especially since I go on winter break next week), but out of the games I've beaten this year (41 so far), these were the ones I think I enjoyed the most:

Steins;Gate
Muramasa Rebith
Criminal Girls: Invite Only
Gal*Gun: Double Peace
Dragon Quest Builders
