Is there any actual proof out there that Hagane was a Blockbuster rental-only cart? Or was this just made up by some Ebay seller, and someone with an audience bought it as fact? (Mike Matei in this case)

I think he is just full of shit. Anything rental only or a sliver of sales with the bulk for rental are documented well back into the late NES during SNES period thanks to directly Nintendo Power along with surely EGM and Gamepro as well as they covered it. I know it means nothing but anytime I have seen it mentioned I get a vague memory of seeing it at retail as I NEVER rented games ever. The first time even going near that crap was in maybe 2003 or so in KY here buying up old Blockbuster stock as they started to crater and clear out late 90s stuff.
Stuff like Flintstones 2 is a known it was published as such. Same can be said for the midway n64 stunt racer 64. Indiana Jones on N64 is found on the wayback machine from lucasgames own site where they self retailed a few (10K) for online fans then routed the vast majority to Blockbuster to rent out.
Cinemassacre was one of earlier scummy youtube life sucking sites that made a name for itself throwing out great games, so called lost gems(a mix of mediocrity and mostly turds but not all) and other shit which caused crazy earlier fearful collectards to rush out and score one on ebay driving prices up dozens if not hundreds of dollars in days with in many cases little rebound. I wouldnt take anyone who panders to fools like that for subscriptions and readership as an honest sources of facts that dont help their own narrative.

This would appear to be the case so far. Nintendo Power (Volume 70), GamePro (July 1995) and GameFan Magazine (July 1995), no mention of it being Blockbuster exclusive or "rental only."

Also it looks like CGR was the first to mention Hagane as a Blockbuster exclusive back in a video published in 2009, no proof provided though

Apparently there is a review for Hagane in the Windsor Star newspaper in Canada from August 24th, 1995, which lists the retail price as $72.99(Canadian), according to a poster on DigitPress. So there is that.
Hagane does receive full coverage in the March 1995 issue of Nintendo Power. Have you looked there?

After talking a bit with Fastbilly about it, we're pretty sure the "Blockbuster exclusive" claim isn't true, especially if Nintendo Power didn't mention it.
Also, have you done any research on eBay prices?
