In this thread you can say when you are on irc or invite others to the IRC.

I think a lot of people know, they just can't be bothered to join it!

It experienced a resurgence of users a while back. I don't remember who created the original thread but there is a thread regarding this somewhere (if you hunt through the cobwebs and dust bunnies).
