Mine would be Sonic Xtreme. I know some people say it's better off unreleased, but the old E3 trailers just make it look so neat. (I know a prototype was found and released online, but I want a full playable experience, not just a game engine.)

I never read that they finished it, but the development was far along for sure.

ROBOTECH: Crystal Dreams - N64 -- curse you for bankruptcy Gametek
I remember back in the 90s finding a guy who goes by Opus online who was the coder on this game and ended up conversing for awhile. Found out he had that ROM on his site if anyone cared and wanted it, being the behind the scenes co-admin of DVGC at the time the biggest emulation site on the web I talked with him and got the rights to host/distribute it through the page which was fun and got a word doc manual for the game with it. I've kept the files all these years. I swore if I ever got N64 kit or some emulator would just suck a little less enough to run this right I'd enjoy it -- still haven't got to that point but I have it.
If someone has a kit, get the patch, and enjoy it as it's a solid game for the bones that are there and the enemies as you'll see in that clip do fight back and transformation is fun. I think this game would have really made a statement for N64 had it come out.

Take Level 5s art team and former PSO staff and make a fantasy MMO for the oXbox.
It got far enough along that their were gameplay videos:
Watching it now, it is slow and laborious, but back in 2002 it looked amazing.
