In that case I'd go for the expensive title, to future proof me against future increases in its asking price.

If I were just starting out in a library that hasn't gotten popular yet and intended to go for a complete set, I'd be looking at the cheap $5 releases with maybe a pricier $50 if there was one that I really wanted and didn't already own. After bulking up on the cheaper titles a bit, I'll start looking at the more expensive stuff. It also depends on how prices are going in general; if I expect something will get super expensive, I'll try to buy more expensive titles while they are still pretty cheap.

I'm a cheapskate, so if they're good titles at $5, I'm going bang-for-buck route. Even the most expensive titles probably aren't that much more fun, if at all. Their rarity is (mostly) the determining factor, and just starting a collection, I want stuff that's fun that I'll enjoy playing.
Not that I wouldn't investigate the more expensive releases later, of course. I don't know that I've ever paid over $50 (or even that much) on any NES or SNES game, for example. Which, of course, tells you I never bought any of them new unless they were on sale.

I don't collect for one console, but I do flip back and forth with this sort of thing.
The other week my father-in-law gave me $100 for shoveling his driveway (way too generous). I used the dough the buy a handful of Famicom Disk System RPGs.
A few months ago I found myself in a similar situation (a "spare" $100 kicking around) so I bought Dragon Slayer: The Legend of Heroes.

The only system I am actively collecting for is the 2600, so.... pretty much option A by default.

Lately I've been trying to mix it up between the three, so it kind of depends. Before I would mostly try and focus on the super cheap stuff because I would feel bad if I bought a pricier game (even if it's a steal and I really wanted the game). If someone gave me $100 right now... I'd probably use it to go towards Metal Slader Glory. I don't know why, but I've been wanting that one for a while

Ya know, I think the selection of games on GOG.com is pretty phenomenal but there's one thing that really needs to be added: a Wizardry 1-5 compilation. There's simply no convenient (legal) way to play these games nowadays. The original copies are positively ancient (many on 5.25" disks) and the compilations are long out-of-print and expensive. That leaves "abandonware" (which is how I originally played the games some years ago) but I'd prefer to support the developer if possible.
Speaking of WRPGs I may have to cave soon and beef up this PC, which in its present state is unable to run Fallout 4, The Witcher 3, and Might and Magic X.
