I'm late to the 2D Fighter topic, but here's my recommendations:

Vampire Savior (possibly the best 2D fighter ever)
Samurai Shodown II
Last Blade 2
Waku Waku 7
King of Fighters XI
Breakers Revenge
Martial Masters
Kabuki Klash

That's the more obscure stuff I can recommend. Obviously you should also go for more popular choices like Third Strike, Capcom vs SNK 2 and King of Fighters XIII if you can as well.

I haven't yet, but after beating Super Cyborg, I have no doubt I could do it eventually. There's also a feature where the more you play, you'll eventually get another permanent extra life.

Really, I bought it at a time where I wanted something more akin to the original Contra, and wasn't looking for something that brutally difficult.

Exactly. Shattered Soldier is a serious challenge. Some people consider the game beaten if they finish it on easy mode. (Easy mode gives 99 continues and 9 lives per continue, but you can only play through missions 1 through 5.) Normal mode you have 3 continues and 3 lives per continue. I never beat normal mode. Maybe someday I'll throw enough time at it to memorize everything but not anytime soon.

I'm pretty sure I at least was getting to the fifth stage, so I wasn't so bad at it. I just had other stuff to play instead of keeping on beating my head against it. ;)

By the way, it's way different, but I absolutely loved Neo Contra. It's an overhead shooter, but it's a good overhead shooter. Sometimes you want the side-scroller, and sometimes, you just need some Mercs-like action. :)

Flash, I'll probably just reiterate what others said, MAME these:

Super Street Fighter 2 Turbo
Street Fighter Alpha 3
King of Fighters 98 (better than Mark of the Wolves IMO)
The Last Blade 2
Guilty Gear XX Accent Core Plus R

That's about as good as it gets, without getting into the really obscure stuff.
There's a distinct lack of Ultraman on your list of 2D fighters to play.
