I always heard that Crash Team Racing (PSX) is great. I saw it at a used game place for $10 bucks and I didn't get it. I went back later that week to buy it and it was gone.
Speedpunks (PSX) is fun. I rented it back in the day.

Crash Team Racing on PS is a great Mario Kart clone... almost just as good

I had fun with Bomberman Fantasy Race when I was a kid too.

I actually really want to find Chocobo racing! There's also a MegaMan racing game that was Japan-only, but is unlockable on the MegaManX Anthology for PS2.

its a quirky little game, the story mode is "cute" and it will only take you an hour and a half to two hours to beat, i was lucky enough to find it for about 15 bucks, idk how much it sells for, i felt like it was a fair price
