I always looked at SNES and Genesis music the way I looked at Wii graphics. The PS3 and 360 had WAY more options for graphics because of the better hardware, but the developers that knew how to use the hardware right could make gorgeous games on the Wii despite dramatically lower specs. Likewise, composers had a lot more freedom on the SNES because of the better audio hardware, but the ones who really knew how to use what the Genesis had made some amazing music despite the system's limitations.

Totally agree, sometimes working within the confines of technical limitations can yield amazing results

That and a well-used FM synth could produce higher-quality audio output than a low-memory samples-based system, just with a much more limited range of sound types.

Nothing I think proves that better than the old late 80s early-mid 90s demo scene types who did the most insane stuff on DOS, Amiga, even consoles and handhelds at times too such as on the NES. I think Chris Covell is a member here and I recall he did some good stuff with the NES. Even later 90s take a look at the very aging though expanded capabilities of what the GBC (over GB) had to offer and take a look at some retail offerings like Warlocked, Dragon's Lair, Cannon Fodder, Project S-11, and various others as it's nuts.

I don't know if I agree. The sample based SNES chip came with its own limitations. It was easier to make a soundtrack that sounded good but it was harder to make one that sounded unique.

FM Synth could really sing, but for the most part Western developers used the Sega provided GEMS to program their music instead of custom audio drivers that were more common in Japan which is why a good chunk of Genesis games are unimpressive.

When you need hard rock or techno, the Genesis has some of my favorite sound tracks of the era. When you need more natural sounding music and orchestral scores, the SNES has those on lock.

I actually disagree on the genesis ability to make orchestral son ding pieces. I always point to climax games for having awesome, epic soundtracks like the shining force games and landstalker. It is true though that so many developers didn't use the sound chip to its maximum

If you gave me a choice between the SNES and the Genesis sound chip, I'd choose SNES every time, but that doesn't mean there wasn't some spectacular stuff on the Genny. I'd miss Streets of Rage the most, and it's one of those soundtracks that's so good, even the remixes of the tunes typically don't sound as good as the original source material.

You're right about Shining Force, it did a surprisingly good job of getting an orchestral sound out of the Genny.

Street Fighter X Tekken is the best fighting game Capcom has made since Capcom vs SNK 2.

Everywhere I go, people shit on SFxT, but I honestly felt that it was amazing. At least SFV is copying it as stealthily as they can, but it still isn't near as fun.
