most of them do. I can't vouch for all though... if yours doesn't just whip out the handy gameshark and use that along with it (AR and Gameshark do region blanking... AR automatically, Gameshark usually requires you to hold certain buttons to do it... I am referring to the ones that plug into the back of the old PSX, never tested any of the boot disk type, but I assume they do it as well).
It WILL NOT do 50/60hz swapping... but if your in NTSC standard zones it really won't matter much to you. If your PAL then it will cause your Jap and US games to look funky (B+W, bounce around in some games, slow down... even with a 50/60hz switch not all problems are ironed out either).

i was thinking of geting a modded psx and burning a bunch of games for it..but since im in a pal region it doesnt look like its worth it since most of the games i wanted to try out were in fact ntsc u/j and its also harder to find pal verisons of psx games. Guess i´ll spend my money on soemthing else game related

well I know recently in Europe a lot of TV manufacturers are making televisions that accpet both 50hz and 60hz. You should check into your television to test that.
This is a problem that doesn't just plague PSX, it plagues all consoles. It is merely caused by the difference in PAL and NTSC. Being PAL only stunts you guys as your importing from two sources with more games then you... it is rare someone from an NTSC area would import PAL. ACcept in cases like with Shenmue 2.
50hz as opposed to 60hz (25 fps as opposed to 30 - causes the slow down)
576 scanlines as opposed to 525 (causes the jumping and black bars... differing resolutions)
colour is at different frequencies (causes B+W)
All can be fixed though as I said with newer TV sets.

There is another issue to be mentioned. When using PAL based games on an NTSC TV -- even if you patched it to play on the NTSC box -- many games utilize the higher resolution of the PAL TV. An example of this would be Roll Away, known as Kula World in Europe. I had the original, lost it, and the only thing I could find online was the European Kula World. Hacked the region, and the screen was off by extreme amounts -- used a utility to center it, and there were still problems wtih the time and other information being overscan. There are other examples of this, but there are just as many which do not have this problem during the conversion process.
