Well, Mark of the Wolves is Garou (Fatal Fury), not King of Fighters. That's why no one said it.
If we're talking Neo Geo fighters as a whole, the Garou:MOTW would be tops, followed by Last Blade 2, Waku Waku 7, Samurai Showdown 2, and then King of Fighters 98.

KOF XI is pretty damned good. I'm torn between it and '98.
XI is wonderfully technical but not alienating (*cough*SF3 3rdS*cough*). The more I play it and the more I get used to the layers the game has, the harder it is to go back to other fighting games. The game encourages all out offensive game play but can be played very defensively.
But '98 is definitely the best game in the series before Playmore and before the tag mechanic was introduced. It also contains a lot of my favorite characters that are sorely missing from XI.
Get XI 2nd hand while it's still sub $15. The price will rise when fighting fever heats up again. KOF '98 Ultimate Match is on the way in less than a month. It will be a budget title. Get that one, too. Those are probably the only KOFs you will ever need.

I know Garou:MOTW is awesome although not strictly speaking a KOF game - I love it thought - the only problem being the dreadful rendition of the dreadful song 'Robert Miles - Children' on one of the stages :s...

Some people have told me the Dreamcast version has some delayed audio and incorrect timing in some moves, but I haven't been able to replicate this. As far as I can tell there is no consensus except among the jerks at neogeo.com. While they are probably in the best position to know, they offer no explanation as to why some others cannot replicate the problem.
The PS2 port is also slightly imperfect, though I forget why.

I have Garou for the Dreamcast, and I do experience the delayed audio thing. All the time. It's not a big deal, cuz c'mon... it's Garou. Still, I get it.
It may be less a 'game' problem and more a 'system' problem. I have played Garou on DC with other people and the problem didn't come up; as far as I knew, we were playing the same game, but it wasn't on my console. I have a 1st day, launch console, so it's possible that later consoles had slight improvements that didn't cause the sound glitch.
