In my arcade cabinet I have a pc and a monitor... I want to connect my ps2 and dreamcast in the cabinet too.
So what do I need so that I can connect these two consoles to my pc and play it on the monitor.
My video card has video out, but no video in.

2 things you can do
get a kvm switchbox
and use the box to switch vga
get a 3 way box
have the pc go into one of the places on the box
then have the dreamcast w. vga adapter go into another spot on the box
and lastly get a vgabox for the ps2 and hook that up to the box as well
i'd recommend a old style kvm so you don't need the keyboard input
the other way to do it is get a tv/video in card for your computer
