The first disc goes through the cutscene, then goes blank when the start screen shows up, making it so you cannot access the game itself.
Being creative, I started a new game from the second disc, and loaded it through the second disc, then it asked for the first disc, put it in, and everything runs smoothly...no other problems with the first disc.
Anyone know why it is doing this? It is a pain to swap the discs, especially for an official game every time I want to play it.
I bought it off ebay a couple weeks ago, and never played through it assuming it was ok when the cutscene booted...sadly stuck with it now.
Help please?

There is probably a scratch that is causing that to happen, no other reason why if it's an official disc and everything else works fine. You should be able get it resurfaced at a game shop or place that rents movies. I'm not 100% sure about this, but I think you need to be careful when resurfacing a Dreamcast game since there is that darker ring on the inside which can be ruined. It would be wise to do some further research on resurfacing Dreamcast games specifically, or maybe someone else here can shed some light.
