The PC version is available here, but it seems to be broken and will not run, if anyone else can get it to work, please let me know.

Storm is a physics-based puzzle platform game where players control the weather, breathing gusts of wind, summoning torrents of rain, and calling down thunderous claps of lightning. The goal is to manipulate the environment in order to move a series of balls from the beginning of the level to the end, navigating treacherous terrain and puzzling pitfalls along the way. Collecting power spheres, players charge their elemental abilities and master the awesome power of nature in Storm.
This game was available for an extremely short time on PSN before it was taken down due some BS with M$, which goes into more detail here.

“Titles for Xbox 360 must ship at least simultaneously with other video game platform, and must have at least feature and content parity on-disc with the other video game platform versions in all regions where the title is available,” it reads.

“If these conditions are not met, Microsoft reserves the right to not allow the content to be released on Xbox 360.”

This also applies to Xbox Live Arcade games.
This was back in February, and the game is still not released, i would like to point Anger at the Xbox 360, but then again the console doesnt have feelings, im hoping this game is eventually released not that its probably already buried under a ton of Indie-ware.
