I have a regular NTSC North American Dreamcast with the racketboy VGA box and a European import Shenmue II (in the big blue box).
How do I get the game to play on my system?

Have you tried a boot disc like the utopia boot disc? If not have a look around on google, you won't need anything special to make it work.

Oh one thing regarding the Utopia ones, the earlier ones don't work on VGA aparently. I use 1.3 and it works fine but when running through my VGA box I have no display on the screen ( where with a composite or s-video output you would see a screen telling you to insert the disc you want to play after you load the boot disc) so if you try one and see a black screen don't be alarmed ,just put in the disc you want to play.

No never ever pay for them. They are made available to anybody for free. If you find somebody asking for money don't give it to them.
Quality wise ,Utopia is utopia ,quality doesn't come into things as it's the same disc were ever you get it from. Like I said just make sure it's a later version because the older ones didn't have VGA support.
