I've got a modded PC Enginue Duo and have been chomping at the bit to use the RGB SCART hook-up on my flat screen.

Obviously cables not included but this price seems low so I give pause and defer to those that know much more than me.
Anyone know what i should be looking out for in this?

I'm almost 100% positive that device won't work.

Without power its unlikely to work. Usually they have to have some external power source to aid in the conversion process of SCART to Component. This appears to be a simply passthrough. Althought $10.99 isn't a lot of find out to be sure. The problem is many of those devices like that simply break the RGB signals in the SCART cable into RGB through RCA ports. This works fine for projectors and monitors capable of displaying in the RGB format, this however; is not okay for TVs. I'm actually looking to build my own soon.

Stuff like this (VGA->Component) need to be supported on projectors (as I found out, mine did not). From what I understand, manufacturers just save a buck on using the VGA connection to pass thru the component signal instead of putting the red/blue/green RCA connections.

Point is you can only be assured that it will convert RGB Scart from came consoles to American Component (YPbPr) if it states its a SCART or RGB to YUV or YPbPr converter.

The SCART to Component converter must be active, not passive. In other words, it needs to be plugged into a wall for it to work. Simple cables or adapters will NEVER work. You also need to be sure it is converting RGB, not composite. I tried out a SCART to HDMI adapter that just upscaled the composite signal. WTF? I tried another SCART to HDMI adapter that definitely upscaled the RGB, but there were lots of unnecessary interlacing artifacts. I can't win!
Something like THIS will work for what you want to do (not sure why it says "Sega" in the listing). You might have to modify it for audio. If the audio is being carried through the SCART cable itself, there is nowhere for it to go on the other side, you you need to solder on your own wires. Pretty easy, but still annoying that it needs to be done. With the Genesis, for example, the audio can be taken from the headphone jack, bypassing the converter and eliminating the need to mod the converter for audio.

You can either mod the convertor itself (pretty simple 3 point solder job), get a scart passthrough which will have rca outputs for audio, or get a scart switchbox with audio out http://www.ebay.com/itm/Hama-SCART-Swit ... 519a98f9df.
You might be able to find them a bit cheaper, but I have had issues with the lower end ones. Mainly other systems partially being powered up for some reason that weren't selected. I.e playing genesis and the snes power light is half lit even though system is off.

Likely some weird TVs support RGB over jacks intended for YPbPr. PS2 allows its component cables to do that, so I'm taking the assumption Sony had a good reason to include the option. But chances are your set won't accept it.
If you own a TV that accept low-res over component, then active conversion from RGB to component is enough. Simple CSY 2100 type converters turn RGB directly into component. No scaling or display mode change. Meaning they will not (for example) let NTSC-only TV accept 50hz or 576i.
