Saturn Action Replay Screen Size Issue

I'm running my sega saturn with an action replay cart through a Toshiba 14af44 using svideo, but have noticed that the borders of the image are getting cut off when I am playing the Japanese fighting games I picked up such as Xmen vs Street Fighter or Waku Waku 7. The tv says 60hz on it and a little digging has mentioned people having issues with pal releases. This model tv does not have picture size changing features besides a 16x9/4x3 swap button. This button will change the ratio but not my picture edges. Is there a way I can fix this issue with possible a converter of some kind or another option?

Different games use different resolutions. If it is a CRT maybe you can alter the picture placement. If it is LCD/Plasma you may not and the TV is just acting a little odd when given strange resolutions.
Horizontal sizes of 320, 352, 640, 704 pixels
Vertical sizes of 224, 240, 256 scanlines, non-interlaced
Vertical sizes of 448, 480, 512 scanlines, interlaced (only PAL consoles support 256 and 512 scanline displays)

It is a crt. I am going to try another tv later today and also the composite cable as well compared to the svideo cable I have plugged in now

Ok, a CRT means the picture size and placement is a lot more likely to be slightly different depending on what resolution is being thrown at it.
