Long story short, I'm going to organize a first generation (Red, Blue, Yellow) tournament and I would want everyone to be able to participate evenif they can't find their old cartridge. This means I would provide the pokémon needed at level 100 and with good movesets.
However training 38 different Pokémon and obtaining dozens of Thunderwave MTs is quite boring and time-consuming so I need to resort to some kind of cheat device.
I would only change the levels and the moveset something that I know Game Genies or Game sharks of the era were capable to do. Unfortunatedly information about such devices is hard to obtain since they are more than fifteen years old and also somewhat hard to obtain, AFAIK.
Help would be greatly appreciated since ,while leveling can be done pretty fast on Pokémon Stadium and a couple os friends, restarting the games over and over again util you get the MT you want to transfer them to other games take far too much time.

I'm a little confused by your post, but I have a boxed GB Game Genie, and a boxed GBC Game Shark on my FS/FT list if you're looking for either.

I have heard the Game Genie could work but it's not confirmed. Game boy are not region locked, are they? Would the work on foreign cartridges?

I know how to use the gamershark to do it - I did enough of it back in the day. It is still going to take a long time, since you have to catch them one at a time. I do not know of a catch all code. However you can catch each pokemon at level 99 then use a rare candy to get them to 100. Furthermore you can use the gameshark to give each pokemon whatever moves you want them to have. Again, this takes along time (and will require a restart per pokemon [initial catch, save, restart, change moves/stats, save]).

You can also use the Missingno. glitch to get infinite Rare Candies.

Gameshark is much more capable than Game Genie. I think you need a certain version of gameshark to use certain codes.
One way that would be a bit faster involves getting a GBC flash cart like USB Smart card, and loading a pre-finished savegame, then trade all the pokemon you want to your other cart. Load the savegame again and repeat.
If you could get a GB flash linker or similar cart flashing device, you could download a savegame and flash it right on to your original Pokemon carts.
