I said it before and I'll say it again: BAD IDEA. But nowhere near as bad as MS' "consumables" idea.
Though, thankfully I don't think it'll take off anywhere outside of GT or racers. The big reason why this is happening, is because Polyphony has always been a big proponent of Micro-Transactions, this isn't really news... it's finally being implemented, but Polyphony talked about this for Gran Turismo 4 back when GT4 still had online.
Micro-Transactions are a double-edged blade, I have spent a total of 25-30 dollars on Oblivion add-ons alone, not counting the 75 I spent on the special edition. Though, thankfully they have all been worthwhile (excluding horse armor), it's still spending more money on a game than you ought to.

Many business models leave me perplexed -- this is one of them. I suppose they work -- but I'm a guy who hates hidden/regular expenses. I've never bought a car I couldn't afford, outright -- I don't see myself making paymets for a virtual one. I simply don't fit in their financial model.
I would have hoped, instead, that many of these companies would usher in the age of online gaming with expanded content -- rather than piecemeal pay-as-you-go. Updated and exapanded content such as the PC has enjoyed . I think POD was the first game that really came to life months after it hit the shelves. New cars, new tracks -- all of which were vastly better than that which came on the disc. Wipeout Fusion took that route, and remains one of the most popular games on the PSP for that reason.
