Within the current gen:

Capcom:
Dragon's Dogma
Lost Planet
Dead Rising

-If we include the gen before we also get stuff like DMC, Monster Hunter, Ace Attorney, and many others

Sega:
Valkyria Chronicles
Project Diva
various card-based arcade exclusives

-Again, if we go back a decade to the last gen we catch a bunch more stuff like all the new DC IPs, Blood Will Tell, Initial D, etc.

But yeah - neither is a fountain of new internally-developed IPs.

Ah, yes. I knew they were out there. Just couldn't think of them. In the last ten years I know they've definitely brought out a very good number of new, in-house IPs. I can't say they're all that much better than Nintendo, this generation, though.

Project Diva is a game that just got better with sequels, too. (Extend is SO good.)

Dream Raiders by Sega Amusements at IAAPA 2012
Arcade releases definitely count.
Man, I wish there were just a bunch of Sega arcades in the US, full of old and new Sega arcade machines.

Heh. That K-ON! rhythm game blows. Played it on PSP for a bit. Project DIVA may be on the easy side but K-ON! is baby mode and not even fun.

Those are exclusives, not Nintendo-developed IPs (sorta like Fire Emblem, Sin and Punishment SS, etc.). There are a lot of great exclusives for Nintendo consoles, some of which are even published by Nintendo - but not developed by them.
Xenoblade is made by Monolithsoft, who is at the very least a developer owned by Nintendo. I guess we're exclusively discussing their in-house franchises?

Should we even be counting licensed games as "new IPs"?

Monolith is kinda an odd case. Nintendo only bought them recently after all and they had developed games for other systems beforehand.

Nintendo apparently owns the Fatal Frame series now too. If Monolith stuff counts, shouldn't Fatal Frame?

Monolith has been putting out new IPs though. Xenoblade may be slightly related to others in the xeno 'series' but it's not really the same thing at all. Fatal Frame is an IP that was already well in progress when Nintendo bought it. Just buying someone else's IP doesn't really count as producing a new one.

If the Fatal Frame team came out with a new series though? I'd count it.

Amazing Island, too. Plus all those other arcade games.

I'm not so sure Nightshade would really work as a new IP, as it's really in the Shinobi series.
Also, there's Astro Boy on the PS2, by Sonic Team, if we were talking licensed games.

Spirit Camera? I guess that depends on whether you see it as just a spinoff or as its own thing.

Honestly I'm really confused about the whole legalities and stuff around who owns Fatal Frame at this point.

This argument is a tough one to get past. I agree with most of what was said above about lack of new IP's etc..

I have a couple of thoughts to add:

1) I think many of the top dogs at Nintendo have been with the company a long time. This means that the guys who have been successful with the likes of Mario, Link, Kirby are going to keep iterating on that success until sales fall off, which if you look at Wii, DS, 3DS, has not happen yet. So, if they keep making new iterations that sell, then why would they change and take a risk on a new IP or multiple IP's?

2) As a follow up from the thought above....with the increased cost of development and time needed to create huge games like the 1st party IP's are, a standalone game company may not be able to risk all that is at stake for creating a new IP instead of a new Zelda? There has been a lot of talk about Nintendo going the same route as Sega, becoming a Software house only. Why would Miyamoto and Iwata want to be responsible for risking a new IP/IP's and possibly the end of Nintendo as they/we know it now? Is that risk real? Maybe?

3) Personally, I think after the lack luster sales of the N64 and Gamecube relative to its competition, Nintendo decided that they had to innovate and differentiate themselves from Sony and Microsoft in order to compete. They probably looked at everything they had and decided to innovate on the hardware end of things instead of software. I feel like they decided to allow the new Hardware ideas like motion control, dual screens, touch screens etc.. to influence their existing IP's enough to increase sales and make them successful. Again, if you look at Wii, DS and to some extent 3DS and Wii U sales so far, they seem to be competing and holding their own.

Thoughts?
Need Hexyz Force and Class of Heroes 2 for a complete PSP RPG Set.....let me know your price!!!!
