Don't forget about controlling content. No More Heroes USA gets blood; Japan gets ink.
..but yeah, money is still the major controlling factor.

So the whole reason is to make more money. To give you a prime example:
I live in Australia and a new game comes out. I could pay $90-100 AUD for it (roughly $98 USD), or I could have someone in the states buy it for $50 and ship it to me for $20ish. Now gamecompany of Australia just lost a $100 AUD sale, because I bought it from gamecompany of USA and had it shipped for $70ish.
I've heard that that's a big problem with Japanese anime publishers. Stuff costs less in the US than in Japan, so if it weren't for region locking, Japanese people would all import the US edition.

Media costs a
lot in Japan. At least in years past, they would pay as much (or more!) for a DVD with 1-3 episodes of a show as we would for 4-6. Japanese CDs of western music often have an extra track or two to try and keep them from importing cheaper western copies since there's no region protection on them.

Those are rough figures - since I dont live in Australia. But I know that is why most Aussies hate Nintendo, they were charging them an arm and a leg and then not releasing the games wanted back in the SNES years.

Yup. New CDs are like $25-40. DVDs are similarly prices, usually a bit more. It's disgusting. However, the used media market there kicks MAJOR ass.

And the strangeness of CD renting. The Takkyu Ishino CD I got recently off ebay is a former rental per the stickers on the disc and case.

I always wondered why Japanese versions have extra tracks. Couldn't figure it out for years. Thanks for that tidbit.

Nothing strange about it with those prices. That, plus making copies is not illegal over there. Hence the renting...
