31 states and DC require some sort of annual or bi-annual emissions inspection (19 do not). Of the 31, most of those are specific to certain counties, not statewide.
The places i've lived, MN and WI, have neither.

My elbow pops as well sometimes. Good to know. My main thing was wondering whether it was problematic. Sit-ups... I can do a hundred of them easily. Never understood all this lifting bullshit. Dropping? I don't see the point, but that doesn't put you up 6 extra feet in the air on an unstable as fuck tower made of ducktape and cardboard. Can't stand that shit. Especially when women do it!! I think it's actually popping less as time goes on... maybe the elbow just needs to get used to the exercise. As for fat burning, you said asthma prevents using the treadmill and jogging. Don't have access to water... I can run, but it'll take me a while to get used to running again. Its been like 3 years since I actually ran for exercise...

No matter how many times I watch it, I still freak out every time I watch Bad Santa. Why, you may ask? I know one of the girls in it. She sits on his lap and cries or some such. Still freaks me out. She walks on and I'm like "OH, DUDE, I KNOW HER!!111!!!!"
