Well, yeah, OK. What I meant by "business as usual" was developing games in house for consoles and handhelds. As opposed to browser games or something. That's the problem. And yea, while Catherine may be the only game that they developed for PS3/360, keep in mind that that was the Persona team that made that game. And they've made every one of their games for PlayStation platforms, as far as I know.
At the same time, there was a Persona game announced for the 3DS quite a while back. And they never really elaborated on it. Could be Persona 5. Could be a remake or a spinoff (of a series that is already a spinoff).
While it may be true that Persona has strong ties with Sony systems, that really doesn't mean anything is set in stone for the future. We've plenty of long-running franchises jump to other console maker's hardware. Final Fantasy, Dragon Quest, Monster Hunter, Mega Man, etc.
