For the record, there aren't any major differences between the genesis and saturn versions of 3d blast.
-Different music
Which has the better soundtrack is a matter of opinion. Most people prefer the Saturn version's music. I happen to like them both.
-A bit more graphical detail in the Saturn version
For instance, the final boss in the Genesis version has a completely black background. The Saturn version has an actual factory type background, which is much nicer.
-Different special stages
Genesis version is behind Sonic's back as he runs across bridges and the like, scrolling back and forth to collect rings. Saturn version is a 3d copy of the special stages in Sonic 2, but much more fun and less frustrating, with cool jumps between tubes.
That sums it up really. Either one is worth playing, though I greatly prefer the Saturn's special stages. They're simply more fun.

Oh don't get me wrong, I like 3D Blast as well (provided it's played with the Saturn 3D control pad). I just don't consider it part of the original series. It's gameplay is just a huge departure from the other games.

I can see that, definitely never cared for the special stages much. I'll have to check out the Saturn version next time I play it.

I wish we had gotten Super Sonic 64. Even if it played like a fast version of Mario 64, it would have been cool.
