US has been missing a lot more good games that are reaching PAL regions starting since Dreamcast and PS2, I think. Evil Twin, Shenmue 2, SVC Chaos, 10,000 Bullets, several Simple 2000 series games (not all of which are good), Shienryu/Steel Dragon, and a lot of miscellaneous fighters and shooters, and so on. It's not just Nintendo that's doing this.

Actually PAL games tend to programmed for 60hz, so it would most likely run at the intended speed on a NTSC machine (ie the game was made and programmed to be played at 60hz).Yes, but it plays at the wrong speed.

No matter what region the game is from, un-modded PAL consoles will run games at 50Hz and un-modded NTSC consoles will run games at 60hz.
