MGS4's cutscenes didn't SEEM any longer than MGS3's to me personally.

If you like MGS 3 then definitely buy Peace Walker. It's basically MGS 3 with 4's control scheme and in short, exciting bursts. There's also a huge focus on developing weapons and equipment, so there's tons of variety on how to approach the missions.

Well I do have a PSP with the component cables so I can play it on the TV, it's just not as enjoyable as a home console to me. But if the game is definitely worth it, I'd check it out. What about Portable Ops though? Not worth playing, should I skip it? Will it leave a gap in the story?

Peace Walker definitely has the the console-quality feel to it. It's one of the the best-looking PSP games out there and offers HOURS of extra gameplay besides the main scenario. It does remove a few features from the first 3 ps2 games (Moving while clinging to walls or when prone, etc), but I found that after playing that these really weren't necessary. The boss battles are very fun and challenging too. I guess just watch a youtube video of it. If it looks awesome to you, I'm sure you will like it. Oh, I should warn you though, if you absolutely detest the idea of aiming your gun in first person with the face buttons, you may have an issue. There is an auto-assist feature, but even with it off I'm perfectly fine with this setup (Played a lot of Dreamcast FPSs, so that may have something to do with it).
As far as Portable Ops goes I can't really say as I've never played it. From what I've heard, it's not as good as any of the others and it's pretty short. Also, while it is sort of a direct sequel to 3, I'm not sure if it reveals anything that really maters as far as the plot is concerned.

I've never played the psp games and understood MGS 1-4 fine.

Skip Portable Ops. After playing Peace Walker, Portable Ops wasn't nearly as fun.
