This whole time I think the fan prediction was that it would be an interquel between MGS2 and 4 explaining the whole Raiden scenario that MGS4 hints at. Everything we're hearing about Rising seems to suggest that it's more of some kind of alternate universe thing.
Damn shame really.

Well I'm playing Subsistence, maybe that matters? They're pretty much every where, I think it would be pretty hard to get through the entire game with out noticing at least one.

I really need to finish MGS 3, but I just couldn't with the old-school, overhead camera. I do recall the frogs, though. well there's your answer ziggyHitting all 64 kerotans on one save file is one of two ways to unlock the Stealth Camouflage on that save file.

AH, shucks. Wish I would have known, I would have kept more of an eye out for them (and not ignored the first half dozen I saw)
Oh well. I'm really enjoying this game. I can see myself playing through it again. The frogs will give me something else to do in a second run.
