-5th gen, Japan only.
-Has Gundams but not in the title.
-Not Super Robot Wars, but related.

I was gonna say Frame Gride but I'm not sure it's cartoony enough. And I doubt it meets the other criteria.

EDIT: And it's not 5th generationy enough.
