Hardware specs say 512KB for CHR and PRG, so an absolute max ROM size of 1MB. The FF7 ROM is 2MB. So unless I'm missing something, it's simply impossible.

The FF7 cart has 5 ICs, overestimating the cost of them at $5 each would be $25. The FF7 cart makes 3v from the supplied 5v with resistors and/or diodes, but it would be better done with a voltage regulator. Figure you need 5 or 6 caps and maybe a resistor or two, that's only another ~$5. The PCB would be like $5-10 depending. A cloned lockout chip isn't need for FC, and not needed in the NES if you deactivate the lock, but if desired would only be a few bucks. The CR2032 can be had for cheap. NES cart shells can be had from Retro Zone for only $5 each. So a rough estimate would be like $50 in parts, and could be much less with quantity discounts.
If some one wanted to just make one for themselves, if the going price for an actual FF7 cart is $50 or less, it would be easier to just make it from that (assuming they could do it themselves and not have to pay some one to do it for them).
