I was thinking of this game when I mentioned The Irritating Maze, but I couldn't remember anything about it other than it shocked the hell out of you and the game goal was simply to just take the punishment.

You think that Sonic Blast Man is weird? Machines like that are very common in arcades around here.

Now, on the same vein you have "Fighting Mania" (First of the North Star) by Konami, which is a more developed game on the same idea, with six different pads to hit! Here's a video of it:

Why does everyone get this wrong? It's not a paddle that you whack/slap an ass with. It's two hands folded together with the index fingers pointed out making the shape of a gun. The object is to jam them up into the ass of the target. Have the people writing these incorrect descriptions even played this???
