I didn't play much of Metroid: Other M, but I did watch a friend play through almost every bit of it.
Didn't seem bad. Honestly, I didn't even hate Samus' characterization (although I only saw a handful of cutscenes). I wouldn't want to hang around her, but she seemed believable. Whether a negative personality is better than no personality at all is debatable, I suppose, but Nintendo has more than enough blank slate protagonists.
You could say Metroid: Other M was a rewriting of Samus' character - but can you really say you are 'rewriting' when there was nothing written to begin with?
I will give you that the dialogue - and it's delivery - was really grating.

So if Gordon Freeman started talking a lot, had tons of inner monologues, and Half-Life 3 started having cutscenes, how would you guys feel about that?

I'd love it personally. Would finally make that bore of a character interesting and his scenes with Alex more meaningful. His lack of dialog was always a jarring thing that kind of pulled me out of the game. She's flirting with you you idiot!!! SAY SOMETHING!!!! Valve has proven time and time again (Alyx Vance, Team Fortress 2, Left4Dead 1&2) that they can do protagonists with great personalities.
