I hope it's based on skill level. But I don't think you should actually miss a hit like in Morrowind, that's unrealistic. If you have a sword and you're swinging at someone, you're not going to completely miss them unless you're physically retarded (Or the enemy actually moves out of the way to dodge it). A lot of what's in there seems to be a "best of" taken from the Oblivion modding scene. It's always nice when developers acknowledge and use the improvements their customers make to their product. Blizzard has done this a lot with WoW and it's been extremely successful for them. I'm looking forward to real dual wielding, though it the fact that they just said "two handed weapons" worries me that we won't get spears again. Good to see that blocking is now a good middle ground between Morrowind's random chance and Oblivion's "lol you can't hurt me".
I'm not sure I'm as sold on the magic. My biggest complaint with magic in Morrowind was it was so cumbersome to use; you switched to the casting stance which would require sheathing your weapon, so it was harder to use mid combat as a suppliment. Oblivion turned it into the grenade button, which was really nice for mid battle healing and other effects on my fighting characters. I guess they want to force a bit more choice on the player; if you want to be able to use a sword and a smell you have to give up the shield. In which case I'll probably be dropping magic altogether on my tanky characters (though my assassin probably still will).
Also, buffs to stealth are awesome.

To those who haven't seen this yet... HOW!?!?! This is the BEST video game trailer ever and this will be the BEST game ever created!!! I watched this video over 100 times and I literally cried. It has the Morrowind theme!
