With a shitload of aim-assist sure.
I use a controller daily as well as a mouse and keyboard. The average keyboard and mouse player can still wreck a great controller player. It's that simple.
Pretty sure this has been discussed to death though.

Well I finished it! What a great game - I need to play it again, but it may be the best Sonic game ever.
Still need to check out Knuckles' Chaotix too.
As for getting it to work with Windows 7:
-
Windows XP patch- 256 colors
- 640 x 480 screen resolution
What was holding me back originally was compatibility mode - I assumed I would need to switch it to Windows 95 or 98, but this actually caused the game to crash. Turns out I didn't need to mess with that setting at all.

Wait which version and how are you playing it?
The game is worth playing through with both OST's and both kick ass. Not sure if you know about that, probably since it's brought up a lot. But yeah the American OST is completely different from the European/Japanese one. The newer digital release of the game on consoles has the ability to switch the music among other things.
It's probably my favorite Sonic game and has been forever. It's from the Sonic 1 team and it shows, afterwards 2 was really different feeling (my least favorite), and Sonic 3 / Knuckles were American developed I think? S&K is up there on my list, but there's just something about Sonic CD that makes me like it even more. I'd say the art direction and things like that are way cooler.
Very short game but very replayable with a lot to do. Get all the Emeralds, or find all the Metal Sonic projectors, save the future stages, etc.

Still should've just gotten the new one. I mean it's got both soundtracks, you can even pick and choose which version of which theme you want on a stage-by-stage basis.
Plus widescreen and other nifty things.

Yes but I got old ass (Win 95/98) versions of Sonic CD, 3D Blast, and Sonic & Knuckles Collection for $3 total at Goodwill.

Pretty much I feel like mouse and keyboard are much more precise overall but movement + button inputs feel more natural and fluid with a controller. I prefer M&KB for competitive and controller for fun.
In order to understand how truly game altering aim assist is you should see a console based game without it

. Dragged myself through Quantum Theory a few months ago and I have to say it was quite an experience.
