Will you still be able to access to download previously bought titles?

From the article:

"In the announcement, Sony confirmed that PlayStation Portable content will still be available to purchase through the browser-based PlayStation Store. It also said that past purchases will be able to be downloaded from the PlayStation Portable’s Download List."

What about Mega Man Powered Up:
Does anyone know if you can still access user levels for this game after March 31st?
Beyond that, are there any sites backing up custom levels for the game?
It's what I'm most concerned about at the moment, but unsure whether it will follow suite with the PS store.
