To be fair, Arrow is in its second season. It's really hitting its stride now, as many shows do when they hit season 2. That being said, yeah, it's better than SHIELD. Arrow's running on all cylinders right now. The show seems to follow Nolan's Batman formula and it works pretty well for TV.

Ratings wise, SHIELD is the #2 watched show for the 18-49 year old male demographic, right behind Big Bang Theory. So it has a huge fanbase. Of course that doesn't make the show good (coming from a guy who says Fresh Prince>Seinfeld).
The show gives the comic lovers inside jokes and teases viewers that have never read a comic. It's not really for me, but it does have mass appeal.
From what I hear, SHIELD has lost about half its ratings since the pilot, but it's still serving a demographic that ABC desperately lacks, so they are still happy with its performance and Marvel and Disney want that show to succeed as they are pushing hard to get more Marvel related TV out there to tie into their movies. So I think the show will stick around for a while.
