Booster packs are seemingly random. The official word is that when an unknown number of badges are crafted random users will get booster packs. There is talks that the higher your level the more likely you are to get a pack, but there is no official ruling yet - to my knowledge.
Higher level giving you a greater chance to get a pack is actually spelled out in the official FAQ. Every 10 levels gives you an extra 20% of the base chance to get a booster.
When are you ever going to need 300 friends? I craft my badge yesterday. It increased my friends slot but I will never have that many Steam friends. My friends list only consist of actually people I talk to and game with.
I can't believe people will actually buy these things. I was annoyed they were wasting space in my inventory, so I put them up for sale and I've sold two and made 45 cents already.
