It should be noted that sometimes you can find the UK version of these same games for as little as $3(cart only), so always keep an eye out, fellas!

Yeah, NGPC cart vs CIB pricing is entirely different. It doesn't follow the same increase as say GBA or DS. A typical GBA game loose might be $5 and CIB $10, whereas NGPC typical cart is $5, the CIB is likely $25, as a general rule of thumb. This is largely due to both the fewer copies in existence to begin with, and the blister packs of cart only NGPC games which skews the numbers of carts vs actual made / sold boxes and manuals.

Actually as far as the NGPC goes, what's a good rule of thumb to tell region when you pick up cart only? Did *ALL* US releases have the ESRB rating on them? And one cart that I won in the charity auction piques my interest purely for my adding it to my rfgeneration collection -- Puzzle Bobble Mini. I assume that I have the EU version since the label is in English? Or were Japanese labels sometimes in English too? (I'd pop it into my system to check, but honestly I'm doing major renovations right now so most of my video games are packed up and annoying to get to)
