Well, I’m not an HVAC tech, but I’ve stayed in plenty of motel rooms that had PTAC units.

They always seemed to work really well, but then again... a motel room is smaller than a whole apartment, so there’s less air to condition.
It’s hard to know exactly the root of your problem, but I could speculate what I might do in your situation.
Before dropping a hundred bucks on a new dehumidifier, I would try spending a dollar and eighty-five cents on a tube of caulk. If I was feeling REALLY fancy I would spend seven dollars on a can of expanding foam + a razor and some sand paper.
Basically, I would seal all the air leaks around all the doors and windows, and around the a/c unit itself. There’s no point spending time, money, and energy trying to bail out the boat until you plug the whole in the hull. You know what I mean?
